Florida Sales Tax: Rates, Rules, and Filing Guide for Shopify Sellers
Florida charges a 6% state sales tax on most tangible goods sold to customers in the state. If you sell on Shopify and have customers in Florida, you need to understand when you're required to collect, what the current rates are, and how to file your returns.
This guide covers everything Shopify sellers need to know about Florida sales tax - from registration to filing.
Florida Sales Tax Rate
Florida's state sales tax rate is 6%. Most counties also charge a discretionary sales surtax that ranges from 0.5% to 2.5%, bringing the combined rate to between 6.5% and 8.5% depending on where your customer is located.
Here are some examples of combined rates in major Florida cities:
| City | County | County Surtax | Combined Rate |
|---|---|---|---|
| Miami | Miami-Dade | 1.0% | 7.0% |
| Orlando | Orange | 0.5% | 6.5% |
| Tampa | Hillsborough | 1.5% | 7.5% |
| Jacksonville | Duval | 1.5% | 7.5% |
| Fort Lauderdale | Broward | 1.0% | 7.0% |
The surtax applies to the first $5,000 of a single transaction. Anything above $5,000 on a single item is taxed at the base 6% state rate only.
Do You Need to Collect Florida Sales Tax?
You need to collect Florida sales tax if you have nexus in the state. There are two types:
Physical Nexus
You have physical nexus in Florida if you have:
- A physical office, warehouse, or store in Florida
- Employees working in Florida
- Inventory stored in Florida (including Amazon FBA warehouses)
- Sales reps or contractors operating in Florida
Economic Nexus
Since July 1, 2021, Florida has enforced economic nexus rules. You have economic nexus if, in the previous calendar year, you made:
- More than $100,000 in sales to Florida customers
There is no transaction count threshold - it's based solely on sales revenue.
If you sell on Shopify and your Florida sales exceeded $100,000 last year, you're required to register, collect, and remit Florida sales tax.
What's Taxable in Florida?
Taxable:
- Most tangible personal property (clothing, electronics, furniture, etc.)
- Digital goods and software (in many cases)
- Prepared food and beverages
- Admission charges to events and amusements
Exempt:
- Most groceries (unprepared food items)
- Prescription medications
- Medical equipment and prosthetics
- Agricultural supplies and equipment
Florida also has several tax-free periods throughout the year (commonly called "tax-free weekends") for items like school supplies, disaster preparedness supplies, and recreational equipment. Check the Florida Department of Revenue website for current dates.
How to Register for a Florida Sales Tax Permit
Before collecting sales tax, you must register for a Florida Sales Tax Certificate (also called a resale certificate or seller's permit):
- Go to the Florida Department of Revenue website
- Complete the Application to Collect and/or Report Tax in Florida (Form DR-1)
- You can register online, by mail, or in person
- Registration is free - no fee required
- Once approved, you'll receive your Certificate of Registration and sales tax number
Keep your certificate accessible - you'll need the registration number when filing returns and some wholesale vendors may ask for it.
How to File Florida Sales Tax Returns
Florida sales tax returns are filed through the Revenue Online portal at floridarevenue.com.
Filing Frequency
Your filing frequency is assigned by the Florida Department of Revenue based on your expected tax liability:
| Monthly Tax Liability | Filing Frequency |
|---|---|
| $1,000+ per month | Monthly |
| $501 - $999 per month | Quarterly |
| $101 - $500 per month | Semi-annually |
| $100 or less per month | Annually |
Most active Shopify sellers file monthly or quarterly.
Filing Deadlines
- Monthly filers: Due on the 1st of the following month, with a 20-day grace period (effectively due by the 20th)
- Quarterly filers: Due on the 1st of the month following the quarter end
- Annual filers: Due January 1 for the prior year
Filing Steps
- Log in to Revenue Online at floridarevenue.com
- Select your sales tax account
- Enter your gross sales, exempt sales, and taxable sales
- Enter the county surtax amounts (broken down by county)
- Calculate the total tax due
- Submit payment electronically
Collection Allowance
Florida offers a collection allowance - a small discount for filing and paying on time. If you file and pay by the deadline, you can keep 2.5% of the first $1,200 in tax collected each month (up to $30 per month). This is Florida's way of compensating you for the cost of collecting and remitting sales tax.
Setting Up Shopify Tax for Florida
If you use Shopify, enable automatic tax calculation:
- In Shopify admin, go to Settings → Taxes and duties
- Under Countries/regions, find United States
- Click Manage and ensure Florida is checked
- Shopify Tax will automatically calculate the correct rate based on your customer's address, including county surtaxes
Shopify Tax handles the rate lookup, but you're still responsible for filing and remitting the collected tax to Florida.

Frequently Asked Questions
Is clothing taxable in Florida?
Yes. Unlike some states, Florida does not exempt clothing from sales tax. All clothing is taxed at the standard rate (unless it's during a designated tax-free period).
Does Florida tax shipping charges?
It depends. If shipping is separately stated on the invoice, it's generally not taxable. If shipping is bundled into the product price, it is taxable as part of the total sale.
What happens if I don't register or collect sales tax?
Florida can assess penalties and interest on uncollected tax. If you have nexus and aren't collecting, you're liable for the tax that should have been collected, plus penalties of up to 25% of the tax due and 12% annual interest.
Can I file Florida sales tax returns myself?
Yes. You can file for free through Revenue Online. Many sellers handle it themselves, especially if they only file in a few states. BreezyFile is an option if you want to automate the process across multiple states.
How does Amazon FBA affect my Florida sales tax obligations?
If Amazon stores your inventory in a Florida fulfillment center, you have physical nexus in Florida regardless of your sales volume. You're required to register and collect Florida sales tax.
