Washington charges a 6.5% state sales tax, but local taxes push the combined rate to anywhere from 7.0% to 10.6% depending on the buyer's location. Because Washington has no state income tax, sales tax is the state's primary source of revenue - and that means rates are high and enforcement is aggressive.

If you sell on Shopify and ship to customers in Washington, this guide covers when you need to collect, what's taxable (including digital goods), and how to file your returns.

Washington Sales Tax Rate

Washington's state sales tax rate is 6.5%. Cities, counties, and special taxing districts add local taxes on top of that, bringing the combined rate to between 7.0% and 10.6%. Washington uses destination-based sourcing, meaning the tax rate is based on where your customer receives the product - not where you ship from.

Here are combined rates for major Washington cities:

City Combined Rate
Seattle 10.35%
Tacoma 10.3%
Bellevue 10.25%
Olympia 9.0%
Spokane 8.9%
Vancouver 8.6%

With hundreds of local tax jurisdictions across the state, the rate can change from one address to the next. This is one of the reasons automated tax calculation matters for Shopify sellers shipping to Washington.

Do You Need to Collect Washington Sales Tax?

You need to collect Washington sales tax if you have nexus in the state. There are two types:

Physical Nexus

You have physical nexus in Washington if you have:

  • A physical office, warehouse, or store in Washington
  • Employees or sales reps working in Washington
  • Inventory stored in Washington (including Amazon FBA warehouses)
  • Any other physical presence that connects your business to the state

Because Amazon is headquartered in Washington and operates multiple fulfillment centers there, FBA sellers frequently trigger physical nexus in the state. If Amazon stores any of your inventory in a Washington warehouse, you have nexus.

Economic Nexus

Since October 1, 2018, Washington has enforced economic nexus rules. You have economic nexus if, in the current or prior calendar year, you made:

  • More than $100,000 in gross sales to Washington customers

There is no transaction count threshold - it's based solely on gross revenue.

If you sell on Shopify and your Washington sales exceeded $100,000 in either the current or previous year, you're required to register, collect, and remit Washington sales tax.

What's Taxable in Washington?

Washington casts a wide net on what's taxable - especially when it comes to digital goods.

Taxable:

  • Most tangible personal property (electronics, furniture, household items, etc.)
  • Clothing and apparel (Washington does not exempt clothing)
  • Digital goods, including downloads, streaming, and digital subscriptions
  • Software, whether downloaded, SaaS, or accessed remotely
  • Prepared food and beverages
  • Dietary supplements
  • Shipping and delivery charges when shipping taxable items

Exempt:

  • Most groceries (unprepared food for home consumption)
  • Prescription medications
  • Certain medical devices

Digital Goods - Pay Attention

Washington is one of the most aggressive states when it comes to taxing digital products. Digital music, movies, e-books, apps, online courses, and SaaS subscriptions are all taxable. If you sell any type of digital product through your Shopify store, Washington almost certainly requires you to collect sales tax on those sales.

This catches many online sellers off guard, especially those who sell digital downloads or subscriptions and assume they're exempt from sales tax.

How to Register for a Washington Sales Tax Permit

Before collecting sales tax, you must register with the Washington Department of Revenue (DOR):

  1. Go to dor.wa.gov and navigate to the business registration page
  2. Complete the Business License Application through the state's Business Licensing Service (BLS)
  3. You can register online, which is the fastest option
  4. There is no fee for the sales tax registration itself, but the state business license costs approximately $19 per year
  5. Once approved, you'll receive your Unified Business Identifier (UBI) number

You'll use your UBI number when filing returns and managing your account through My DOR.

Important: Do not collect sales tax before your registration is active. Washington requires a valid permit before you begin collecting.

How to File Washington Sales Tax Returns

Washington sales tax returns are filed through the My DOR portal at dor.wa.gov.

Filing Frequency

The Department of Revenue assigns your filing frequency based on your estimated tax liability:

Estimated Annual Tax Filing Frequency
$4,800+ per year Monthly
$1,200 - $4,799 per year Quarterly
Less than $1,200 per year Annually

Most active Shopify sellers with meaningful Washington sales volume will file monthly or quarterly.

Filing Deadlines

  • Monthly filers: Due the 25th of the following month
  • Quarterly filers: Due the 25th of the month following the quarter end
  • Annual filers: Due January 31 for the prior year

Filing Steps

  1. Log in to My DOR with your SecureAccess Washington (SAW) account
  2. Select your excise tax account
  3. Enter your gross income and deductions
  4. Report sales tax collected, broken down by location code
  5. Submit payment electronically

No Collection Allowance

Unlike some states, Washington does not offer a collection allowance or vendor discount. You don't get to keep any portion of the tax you collect - every dollar goes to the state.

A Note on B&O Tax

Washington also imposes a Business and Occupation (B&O) tax on gross receipts. This is separate from sales tax and applies to nearly all businesses operating in Washington, including out-of-state sellers with economic nexus. The B&O tax rate varies by business classification (retailing is 0.471%) and is calculated on your gross revenue - not profit. You report and pay B&O tax on the same return as your sales tax through My DOR.

Setting Up Shopify Tax for Washington

If you use Shopify, enable automatic tax calculation for Washington:

  1. In Shopify admin, go to Settings - Taxes and duties
  2. Under Countries/regions, find United States
  3. Click Manage and ensure Washington is checked
  4. Shopify Tax will automatically calculate the correct rate based on your customer's shipping address, including all local taxes

Because Washington is destination-based with hundreds of local jurisdictions, Shopify's automatic rate calculation is especially valuable here. Manually tracking rates for every Washington address would be impractical.

Shopify Tax handles the rate lookup, but you're still responsible for filing and remitting the collected tax to Washington.

Using BreezyFile to File Your Washington Returns

Washington's local rate complexity makes it one of the harder states to file manually. Hundreds of location codes, changing rates, and the combined sales tax and B&O tax return can eat up hours.

BreezyFile automates the entire process:

  1. BreezyFile connects to your Shopify store and pulls your Washington sales data
  2. It maps each transaction to the correct local tax jurisdiction and location code
  3. It calculates your sales tax liability and B&O tax broken down by location
  4. It files your return through the DOR portal on your behalf
  5. You review and approve before anything is submitted

This saves you from manually looking up location codes, entering jurisdiction-level breakdowns, and calculating both sales tax and B&O tax. Learn more about how BreezyFile works.

Frequently Asked Questions

Are digital goods taxable in Washington?

Yes. Washington taxes digital goods broadly, including downloaded software, streaming media, e-books, digital music, SaaS subscriptions, and online courses. If you sell digital products through Shopify, you need to collect Washington sales tax on those sales.

Is clothing taxable in Washington?

Yes. Washington does not exempt clothing from sales tax. All clothing and apparel is taxed at the standard combined rate based on the buyer's location.

Does Washington tax shipping charges?

Yes, when you're shipping taxable items. Delivery charges on taxable goods are considered part of the selling price and are subject to sales tax. If you ship only exempt items, the shipping charge is also exempt.

What is the B&O tax and do I have to pay it?

The Business and Occupation tax is Washington's tax on gross business income. It applies to most businesses with nexus in Washington, including out-of-state sellers with economic nexus. The retailing B&O rate is 0.471% of gross receipts. It's reported on the same return as sales tax through My DOR. Unlike sales tax, B&O tax is paid out of your revenue - you don't collect it from customers.

How does Amazon FBA affect my Washington sales tax obligations?

Amazon's headquarters and several fulfillment centers are located in Washington. If Amazon stores any of your inventory in a Washington warehouse, you have physical nexus in the state regardless of your sales volume. Given how many FBA sellers have inventory in Washington, this is one of the most common nexus triggers nationwide.

Can I file Washington sales tax returns myself?

Yes. You can file for free through My DOR. Many sellers handle it themselves, especially if they only file in a few states. However, Washington's location code system and combined sales tax and B&O reporting make it more involved than most states. BreezyFile is an option if you want to automate the process across multiple states.
